BTC-e (2011 to 2017) was the founding node of the Russian low-KYC exchange model that Garantex, Grinex, and today's post-Garantex network still follow. It cashed out 95% of tracked ransomware payments, laundered the Mt. Gox theft, and was seized by U.S. authorities in July 2017 because its servers sat in New Jersey. Its only direct organizational successor was WEX, launched 52 days later by BTC-e's own technical administrator using BTC-e's customer database, and destroyed within 14 months by an alleged FSB-linked expropriation of ~$450M and an exit-scam collapse. No later exchange, including Garantex, has a documented personnel, funds, or code inheritance from BTC-e/WEX. The lineage ended organizationally in 2018; what survived is the business model, the impunity pattern, and roughly $700M+ in still-moving operator-controlled wallets.

Lineage and Organizational Heritage

Key Finding : The Only Direct Successor Is WEX
WEX is the single documented organizational successor to BTC-e: same hidden administrator (Bilyuchenko), the entire BTC-e customer database and balances, a cloned interface, and treasury wallet continuity confirmed on-chain. The chain ends there. The planned second successor, Vladex, never launched. Claims that BTC-e personnel went on to found Garantex are not supported by any official document: the June 2023 DOJ statement that Bilyuchenko "went on to help set up the notorious BTC-e virtual currency exchange" refers to BTC-e itself and is frequently misquoted as referring to Garantex. Disputed Assessments

Single Source The entire FSB-expropriation account rests on one underlying investigation: Bilyuchenko's testimony to Russian investigators plus BBC-obtained audio recordings authenticated by forensic experts (BBC Russian Service, Andrey Zakharov, Nov 2019). It is widely re-reported (Meduza, Moscow Times, OCCRP, CoinDesk) but never independently confirmed by any Western government or blockchain-forensics attribution. Malofeev denies everything. The on-chain outflow of ~30,000 BTC and ~700,000 LTC in April 2018 is itself verifiable; the FSB destination is not.

Analyst Inference Chainalysis's description of the November 2022 movement as "the largest withdrawal by BTC-e's controllers since April 2018" independently confirms that major operator-controlled outflows occurred in April 2018, consistent with, but not proof of, the BBC account's timing.

Fiat Rail Analysis (Mandatory)

Confirmed No conventional named banking relationships are documented for BTC-e; that absence was structural, not an intelligence gap in the ordinary sense. Fiat moved through shell companies and third-party processors rather than exchange-named bank accounts. BTC-e wrote the first draft of the reconstitution playbook later perfected by Garantex/Grinex: pre-moving treasury funds within days of seizure, relaunching under a new brand within weeks on the same customer base, and issuing $1-pegged tokens against frozen balances.
